$150 million mixed-use development featuring the region’s first LEED Gold Certified high-rise office building. Completed by S.L. Nusbaum Realty Co. in 2010, the project was the most complex development in company history. Planning began in late 2005, financing was closed and construction commenced in April 2008, and its doors opened in the summer of 2010. The development is comprised of a 22 story, 255,000 square foot office tower, 50,000 square feet of street-level retail and restaurant space, 121 luxury apartments, and two garages containing 1,857 parking spaces.

The land was gifted by the Norfolk Redevelopment and Housing Authority. The public garages and public infrastructure represent a $55 million investment by the City of Norfolk, which engaged SLN to design, construct and develop those public improvements through a master development agreement. In addition, the developer received a $2.8 million repayable performance grant from the City of Norfolk, payable over the first 10 years of the development’s operations.

The Wells Fargo Center stretched the limits of complex development in Virginia, including its design, construction techniques and technologies, LEED-Gold certification, condominium legal structure, building-code approach, and public-private partnership with the City of Norfolk.
