About Bill

Bill joined S.L. Nusbaum Realty Co. as its first in-house counsel, after a 45 year career at Hofheimer Nusbaum (1980-2004) and Williams Mullen (2004-2025), where his practice focused on commercial real estate and internal corporate transactions, economic development incentives and public-private financing tools such as tax-exempt bonds and Commercial Property Assessed Clean Energy (C-PACE) financing.

Recognized for his comprehensive legal knowledge and collaborative approach, Bill’s experience includes structuring complex deals involving shopping centers, office parks, hotels, and public infrastructure developments. His counsel has guided localities and private sector clients alike in major economic development projects throughout the region.

At S.L. Nusbaum Realty Co., Bill will provide legal services relating to brokerage, leasing and sales matters, real estate regulatory compliance matters, investments in new projects, among other topics.

Prior to his affiliation with SLN, Bill built a distinguished legal career, earning accolades from The Best Lawyers in America for Public Finance and Real Estate Law (2008–present) and being named Norfolk’s “Lawyer of the Year” in 2016 for Public Finance Law. He has also been recognized by Virginia Super Lawyers (2007–present) for Commercial Real Estate and holds an AV rating from Martindale-Hubbell, the highest peer review rating available.
