Prominent Hilltop Area Shopping Center Announces Major Renovation and Addition of National Retailer

Norfolk, VA (May 18, 2026) S.L. Nusbaum Realty Co. is pleased to announce that Regency Hilltop, a long‑standing retail destination in the Hilltop area of Virginia Beach, Virginia is set to undergo a significant transformation with a comprehensive renovation program and the future opening of Ross Dress for Less.
The planned improvements are designed to modernize the center and elevate the overall shopper experience. Enhancements will include upgraded building façades, newly designed storefronts, enhanced landscaping, and the addition of a central pedestrian walkway to improve circulation and connectivity throughout the property. Together, these upgrades will create a refreshed, contemporary shopping environment while reinforcing Regency Hilltop’s role as a key neighborhood retail hub.
Renovations are expected to be completed ahead of the 2026 holiday shopping season, positioning the center for strong year‑end performance and long‑term vitality. The property will remain open during the improvement period.
Adding to the momentum, Regency Hilltop will welcome Ross Dress for Less, a nationally recognized off‑price retailer offering brand‑name apparel, footwear, accessories, and home décor at discounted prices. While the precise opening timeline is still being finalized, the store is currently targeted to open in 2027 and will further strengthen the center’s tenant mix.
“This project represents a meaningful reinvestment in Regency Hilltop and the surrounding Hilltop community,” said Pierce Jacobson, who represents the Landlord. “The renovations are designed to create a more modern, walkable, and visually compelling shopping environment, while the addition of Ross Dress for Less brings a highly sought‑after retailer that we believe will drive increased traffic and long‑term value for the center.”
The renovation project was designed by TS3 Architects, whose vision emphasizes upgraded materials, clean architectural lines, and an improved pedestrian experience reflective of today’s retail expectations. Hemmis Construction will serve as General Contractor, while Cadenz will provide Project Management oversight.
In conjunction with the renovation, ownership is also planning a future rebranding of the property to better align with its updated design and long‑term vision. Additional details regarding the rebranding and leasing opportunities will be announced as the project progresses.
Regency Hilltop Shopping Center is a joint venture among Partners affiliated with McLeskey and S.L. Nusbaum Realty Co.
